Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new 28-article proposal for ending the war appeared – momentarily – to have been defused. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: another massive barrage of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are conducted: optimistic declarations are issued from different nations. Significant resources is devoted on restraining specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the primary tool for achieving "settlement".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capability provided through timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to counter approaching cruise missiles streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a incoming threat. This was a advanced protection mechanism at work, presumably provided by allied countries. Every deployment creates sudden vibrations, causing tremors. The instant of fear quickly gives way to grim resignation: perhaps the hostile projectile won't cause damage this time, preventing destruction from devastation and further power outages.
Ongoing Risks
Soon after, a heavy machine gun opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly imported technology. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its objective.
Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, destruction and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – living the war. But those full day encapsulated Ukraine's critical military reliance on international aid – a dependence that European nations are clearly incapable to substitute in the short term.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new initiative from Washington adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually win the battle. This pattern will, undoubtedly, continue.
Political Considerations
It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a premise understood by seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The American government presumes that it is impossible to compel Moscow to surrender the areas that it presently holds in Ukraine's occupied territories.
The problem is that while accepting these circumstances, American administration does minimal to deter Moscow, through statements or actions, from thinking that the current condition will not evolve additionally in its advantage in the months ahead.
Divergent Views
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their incentive to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding civilians and areas but preventing a total frontline collapse until circumstances change in its advantage.
Current Realities
Factually, there are no genuine requirements for a ceasefire. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any initiative Kyiv finds unacceptable, so that their focus does not switch to internal issues. And although their objective will now be significantly challenging after latest incidents, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a just a single week to terminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, latest revelations, all served their function.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on continued Western support.
